Why are members getting by with selling links in the exchange forum?

I have PM'd a few mods, but in all fairness, I have had some problems with my PM box that may or may not have attributed to this not being corrected.

I have seen a few instances in the last month or so of people not only selling PR links in the Link Exchange Forum, but not listing the url or at least theme desite requests for the information, as well as listing in the Link Exchange and Ad Space Buy/Sell as a duplicate ...
