I need advice on a CMS program

All I need to do is make it so someone can log in and change the content in my web sites, not the navigation or graphic layout.

It needs to have simple text formatting and the ability to add links and pictures, and that's it.

I read about drupal and joomla, and they seem to be way overkill for what I need.

I'm ok with setting up a MySQL database for it, but would prefer to not have to, flat files would be fine.

Check out SnippetMaster which is great for turning simple HTML files into editable files with a browser-based admin area. Your client can't mess up the layout, either - they can only edit the content YOU designate as editable. (Henri is awesome!)
