Default Entrance bounce rates

Is 22 % bounce rate a high number or a normal number and is there any way to determine this?

I know a 0 % is almost impossible, but is 22 % a normal ratio?

As defined by Google in Analytics

Definitions:

Top entrance is the first page that visitors land on your site.
Entrances is the number of visitors that landed on a particular entrance page.
Bounce is the number of times visitors immediately exit your site from the entrance page.
Bounce rate is calculated by taking the number of bounces and dividing it by the number of entrances

LOL - I didn't realize which forum I was in.
When I saw the word "bounce", I immediately think of e-mail.

I don't know if there's such thing as a standard for this.

What immediately comes to mind, is that possibly you are not targetting specifically enough with seo.
People are arriving on your site expecting to see something else.
