    very nice site.. very professional looking.. easy and quick to navigate...
    some of your nav bars are not working, but I am assuming that since you said it was not complete, you are working on that...

    There is a bit of HTML in the window (body)

    It is justa personal preference but I like to see all a home page without scrolling, I know that this isn't always possible but I think with your site it could be done. I think the info below the popup menu could be put to the right hand side of the screen.

    Possibly for the future add in a crumb trail and maybe some popup menus on the top navigation bar.

    I was instantly drawn to the left hand menu bar as opposed to the top one, a slight change in colour may make more of a distinction between the two, possibly a lighter blue or a greener blue?

    Hope thats not too critical

    The masthead, header2.jpg, at 44 KB is a bit of a d/l stumbling block. It should be optimized and sliced up for maximum efficiency.

    A background color needs to be declared. Since you're using a style sheet, put a body{background-color:#ffffff;} statement at the beginning. If you don't declare a background color, you're at the mercy of the background color that your visitor has defined on their local machine either at the OS level or through their browser. Not everyone keeeps it as white.

    Nice site.
    Since text is king I would work on some really great text for the home page
