Cannot enable cookies on IE 6.0

My Internet Explorer 6.0 running on Win 2000 has decided that I have cookies disabled for all sites. I cannot change this setting; the change is simply not working. I have tried changing it by both sliding the privacy setting (Tools -> Internet Options -> Privacy -> Default and trying to slide to "Accept all cookies") and from the advanced button (Tools -> Internet Options -> Privacy -> Advanced), both with no success.

No changes to the system – no installations or uninstalls, no changes to the settings of programs (like Norton Antivirus) or others. No viruses according to Norton Antivirus either.

Anybody ever had such a problem and what was the solution?
