I don't know how to describe what I need, I think it is similar to content management. Say I have a menu on 50+ pages and change the menu, I would like to update the menu on all the pages without having to change. Is this something a CSS will do or is there an easier way?

Use server side includes. If on an Apache server, use PHP includes, or SHTML includes otherwise.

Either us ea template in a programme like Dreamweaver - though you need to upload all the updated pages each time there is a menu change.

Or a CMS system like Joomla...

Best bet is as described above via .css or use a content management system. Using a content management system makes it much easier. Basically as simple as filling out a form and submitting it. I like Wordpress Blogging software which has excellent plugins and functionality for search engine optimized pages without having to really know too much about SEO.
