How To Set Up A 301 Redirect On IIS, Non-www Domain Name To Www Domain Name

I have extra IP and want to setup two separate websites...but when I do this, nothing happens and I ALWAYS get the URL I type in the Address box. Can someone give me more detailed instructions as to how to do it correctly.
