I tried to delete my old picture in my profile and update it with a new one, but it won't let me.

Could someone help me add my pic again?

We don't allow users to insert their own avatars here. Post the image in the correct forum http://www.webproworld.com/viewforum.php?f=37 and one of the admins will get it added to your profile.
