Does pagerank flow the same way between dynamic and static url's?

Fact:
It is assumed that a mode rewrite of dynamic URL's to static can improve your SERP position.

Questions:
1. Is it still valid?

2. What about the argument that you get your KW's in the URL?

I have watched Matt Cutts video about this.

Any alternative opinions / experience?

Dynamic URLs are fine as long as they don't have over 2-3 variables in them. If you URLs are crawlable, DON'T rewrite them just to add keywords in them. The history a URL earns far out weighs the benefits from adding keywords in the URL. You can see websites ranking fine within this technique.
