The answer here is also:
When they want to.
They do update IBLs many times more frequently than the GOOG though.

- How often does MSN update its search results?
MSN seem to update pretty often, at least once a week, once the first page is found.
In some cases updates seem to come within a couple of hours! If your page does not show up on MSN, submit the page to them. But make sure your site is a ready, with good content and clean code, accurate title, description and keywords meeting exactly the content for the page in question. Do not ad any keywords that are not to be found anywere on the page in question.
Follow this, your site is likely to be included very quickly.

What?
You don't need to submit to the majors for 2 or 3 years now!
Get a link anywhere first instead, preferrably high ranking. The bloodhounds are highly effective.
Side Note: Before anyone launches a new site, make sure and use any one of many methods to obfuscate e-mail addresses though! The spambots will find you nearly as fast as the major SEs.

True, you do not need to submit. However, If your site or specific page, is not found for a certain "keyword/keyphrase" it sure helps on MSN. Use the "not satisfied with the results - help us improve". It seem to me that this works very well for new pages, you like to get included and dont like to wait for the spider to come around. But never ever do this for Google, if you have a new site it will end up in the sandbox!
I've seen it!

IMO - "New Site" and "Sandbox" can be synonomous in meaning.
LOL - The sandbox is where amature webmasters like to place an insufficiently marketed site in their own imagination.
We live in a competitive environment here!
How many high school atheletes try out for the Olympics and make it first time around?
A new Internet endeavor of any kind should always begin with the professional due-dilligence of competive analysis.
False expectations in clients! - Do you really want to deal with that?

MSN does seem to update their cache very quickly if you submit a page. It also seems to rank a little better for a few days if you re-submit it. This goes against what I normally preach... I usually go with the "Get good links and forget submission", but MSN is very responsive to the submissions right now.
I personally don't have time for that, though. We get traffic to most of our pages for different keywords, so I have no desire to submit 300,000 pages for each site to MSN every few days.
