No you do not want to use HTML within a Meta tag. Some of the search engines follow at least loosely the W3C validation rules.

As far as I know using HTML within a meta tag will gain you no benefit whatsoever and can only potentially hurt you.

Nope you shouldnt use html tags inside your description, only text, and seperate using commas.
I think you can use HTML tags, but what's the point ? The engines that take into consideration the meta tags will look at them as simple "words".
