Affiliate Link Submissions - acceptable anywhere?

Is the only way to promote your affiliate programs you signed up with through operating your own content site with a .com address? Because it almost seems like a waste of time to join any if you don't already have a great site to promote them with since nobody wants affiliate links in their search engines or web directories.

Actually, I think I'll just start thinking of a domain name. Someone else explained the answer to my question in another post.
