    I'm not sure what Google would say but that page looks pretty spammy to me...

    the links at the top of the page aren't even functional...

    That page is using a dynamic page generation script. It is considered spam by the search engines.

    thats what i thought...

    but i keep seeing pages like this ranked very high across all of the big 3 search engines...

    even if the search engines will eventually catch on and ban or remove the site, what's to stop web developers from creating these sites in order to make a quick buck?

    Not sure if they had a PR before but it is 0 now.What did you mean by well ranked?

    Nothing. Nothing stops them from creating them to make a quick buck. That's why there are 1000's of domains with this type of content.

    Eventually, it'll be handled. Right now, it's not being handled as well as it needs to be. Most SPAM isn't at the moment because new SPAM techniques come out daily, and good content can easily look like SPAM to an algo so they take their time and make sure it gets done right.

    PR was high now its a zero

    The top level domain has a pr7. They sub domain above had high pr to, but now is gone. The subdomains came from the ashes to be top of the 2nd page results. If you look at the pedago site. It has a sponsored links section which links to sub domains. I wonder if some one bought those bottom links and set up the sub domains.

    If you look at the Washington times site. The advertising links at the bottom of the page are throught a different company. They bought a footer space and sale links. Then on the right the market place is where the website sales its on links. By there rank no one seems to care if the sale links.
