Could you expand on 'link development campaign'?
I'd like to know if you're looking for a Zeus-related service (i.e. automated link exchange) or some other particular service.
We're not looking for an automated linking system or reciprocal linking system. We are looking for an organization to research and develop inbound links related to our vertical market that benefits the site linking to us (making them a better resource) and adding us to the "hub" of the market we are in.

Can not help specifically with your request, BUT have you considered employing a high shcool/college student to do this?

Not sure why you would want to consider employing a high school or college student to do this unless they've majored in SEM/SEO and know the value of good links and the danger(s) of bad. Finding a good link specialist is a tough one. I spent the better part of a year and only recently learned of Eric Ward (www.ericward.com) who I heard speak at the Chicago SES last week. We've sent a few emails back and forth this week and I am waiting for an action plan from him. He comes highly recommended. Might be worth your time to check him out.

Yea, I think I'll stay away from high school kids. I've looked at Eric Ward, as I've heard he come highly recommended.
I've found a couple more that are respected in this field. I contacted Shari Thurow at GrantasticDesigns.com and Debra Mastaler at Alliance-link.com. Found both of these to be excellent resources.
I'll keep updating on performance and service options.

Outsourcing some SEO services for sites with over 1000 products is an obviously good business decision. If I had a couple template sites with five products I wouldn't need to outsource it.
