Optimum imho, would be somwhere between 5 & 10%. Can't expect everyone to be interested in the ads, but some should definately be.
Our actual CTR was originally in the 5 & 6% range. Over time, they've decreased to about 3% (roughly, not logging in right now).
I'm not sure if this is the result of less interesting ads or users starting to ignore adsense.
Might try to shake it up a bit and move the ads around, to see if we can get a better response. :)

CTR for my sites range from 0.8 to 1.5.
So that should be considered low?
No neutral, that's average.
The CTR of an individual site, depends largely on the audience being attracted to the site.
For instance, the site that we have that is having a 3% CTR is targetted towards classic car aficinados. These are guys that spend money on their cars, are looking for parts, related merchandise etc.
They click, because the ads typically relate to parts and online swap meets and in their quest for an elusive part...they know no bounds.
If you're target audience is "cheap", odds are they're not going to click on something they might have to 'buy'.

it's against TOS to discuss CTR number. CTR depends on 1) type of content (article, forum, directory or online tool), 2) placement of ads, 3) color of ads, and 4) relevance of ads to your content.

I don't think there is a correct answer to that question.
CTR vary drastically based on many factors. Chief among these factors are site subject, type, and style.
Average of about 4-5% spread across various websites is good.
but i guess that is pretty good compared to most people :-)
