Clue #2: Can the SEO provide several independent client references who have sites in several different industries, each ranking well for their primary (and most important) search terms? If not, steer clear.

What I'm saying is if an SEO's own site is in the top 10 for his/her primary search term (especially in a competitive category like SEO), the chances of him/her getting yours in the top 10 are increased.

Maybe, maybe not. But you can verify the veracity of their statements by checking their rankings yourself.

Normally how long will it take to get the ranking!

I approached an SEO and he said he will make it in just the matter of 2 months.

And he is also showing other clients site and gaurantees top place in 2 month!

His own page rank is 6....

Wat should be done in this case!
