It is best to get your url on other sites, then Google can find your site....but if you want to submit yourself, go here

You don't submit a site to Google, Peter's correct. Get a link to your site from a site that's already listed and Google will spider your site.

Thanks for your info. Google has spidered our site, but it is a framed site and I have made some changes a while ago, but google hasn't spidered us in a while. So, I thought I would submit it to them and see if they will pick up on it. Would there be any harm in doing this?

There is no harm in doing it, but there is no good in it either. I haven't submitted to a SE in a long time now.
Instead of submitting, spend the time gaining a few more relative, quality IBLs and Google will come straight back at you.
