If by PR you mean PageRank, I'm afraid that PageRank has nothing to do with your meta tags, but only pertains to the quantity and popularity of the backlinks pointing back at that particular page. So even though the meta tags, or other things may be exactly the same on these two pages, because the backlinks pointing to the pages are different your PageRank is going to be different.
right... so I have to increase the number of links to the page I want to rank as high as possible, right? hmmnnn...

Increasing the number of links is one part of the battle, with the other being to include the proper keyword phrases on your page. Increasing the links is bulding your "off-the-page" relevancy while tailoring your copy around certain keyword phrases would be considered building "on-the-page" relevancy. Building up both are parts of successful seo.
There are many different methods to build up link popularity, you could do all or none. Some include submissions to free general directories like DMOZ.org, submissions to your own industry's online resources/portals, or perhaps even looking advertising opportunities that include text links. Looking in these forums and others you should find many discussions on what may work for your site.

ahhh... i was about to say that what i meant by metatags was these key words and phrases, but then i thought you were referring to keyword density WITHIN a certain page's content. am i correct?

I would also add that if your going to try and get ranked with the search engines exchanging links is a must.

The meta tags aren't a factor at all. PR is based on the quantity and quality of the inbound links to a page and each page is independent of all the others on the same site (for PR calculation purposes that is).
Yeah, both are "on-the-page" factors and I was lumping both those and others under that term. Other "on-the-page" factors could be things like including your keyword in the title tag, in headlines, etc. "On-the-page" factors usually concern everything you can control directly on that page, optimizing would be trying to make as many of those factors work towards positioning on the keyword phrases you are targetting (Not to mention also working towards usability for your visitors and keeping in compliance with the search engines guidelines at the same time!).
