Sectorlink.
I've got a dedicated box with them and 8 shared SQL Server databases with them. They're a really good company to deal with. They're the only host I've seen that answered a trouble ticket of mine in exactly 60 seconds.
I've been with them over 2 years as a customer/reseller/whatever you want to call me, and as a dedicated customer for about 6 months now.
I've had one instance of downtime in July last year where a hard drive crashed (which is a "hey, stuff happens, it's machinery" deal and a slight downtime issue when they upgraded their bandwidth connection by 300% (but I was aware of the upgrade and was prepared for it; it's also the kind of thing that happens when service is being improved, so I'm more than willing to accept that as an explanation).
They've also been very patient and helped me at least half a dozen times just in the past month when I've had a stupid question about my box or forgotten how to do something (they do manage them too, but I just gotta do things myself). They never talk down to me or make me think I'm an idiot...although that may be because they know me well enough to know that when I call in I'm usually doing enough of that to myself.
You're bound to get bumps in the road with any dedicated box. It's machinery, it has problems, and it will never function at 100% forever. So to expect that is not realistic. Depending on the nature of your downtimes, the distance between them (as in a two-week period, a six-month period, whatever) and the length of them, Value Web may not be all that bad. I haven't used them or known anyone who has, so I won't pass judgement; that's not fair. But in the sole interest of answering your question, you cannot, cannot, cannot go wrong by choosing Sectorlink.
