I want to promote my art & design blog (www.inspirefusion.com) and the main keywords I want it to come up on top 10 sites are "Art & Design Blog, Design Blog, Design Inspiration Blog".
What I do to promote these keywords,
1. Comment on blogs using these keywords
2. Forum signatures
3. Link from my other sites with these keywords
But I don't see any success with it
Can you suggest me some tips that should help?

Comment on blogs using these keywords and forum signatures aren't really a good strategy anymore. Use your real name if you do comment on blog posts. I'm not a big fan of relying on forum signatures.
Focus on getting quality links, not just links from forums and blogs.

If you want to promote your blog on a specific keyword then you must have to do Off-page optimization of your blog for that specific keyword. You can do the following Off-page activities:
1. Guest blogging
2. Blog commenting
3. Forum posting
4. Social bookmarking
5. Q&A posting
6. Niche directory submission
It is good to promote blog for specific keywords but the points you have defines that are not enough for promoting. If you have to promoate your blog then you have to
Connect your blog to Google+
Add your blog to Blogger's listings
Publish regular updates
Submit your address to blog search sites and directories
Put your blog URL in your email signature
then you have to do following 3 method with keywords.
I think, it would be better if you focus more on interacting with users who will be interested in your content. It would yield good results when combined with keyword promotions.
The most effective method for you is article marketing and you should also keep on the above backlink building,.
