"Negative SEO" is doing something like getting 100K exact match anchor text links pointed to your competitor. Google sees all the low quality links pointed to the site, and devalues the ranking for that particular keyword.
Really a waste of time - why not spend that effort working on your own properties?

Yes, I think that's a reasonable definition. Negative SEO targets the competition's site, generally. Or the site of someone one wishes to harm. It is by definition, Black Hat, I would think, because anything that would make Google frown would not be White Hat. My shortcut for figuring out whether a tactic is Black Hat is whether I would share that practice with Matt Cutts if I met him at a conference.

There is another form of negative SEO, that isn't black hat--the damage we do to ourselves. This has a negative consequence that isn't so apparent, since it often does not come with any penalties or warnings. We have to pick up on it ourselves, or continue to leak. I won't presume to list off the check points, like as if? Only point out that 'negative' is 'minus', too. Nobody has to be pulling any strings; just us 'not' pulling any, either.
In summary, no SEO is better than bad SEO.
