As nothing new is added this appears to be just a refresh (i.e. the same is being applied again) rather than an update.
I have actually seen the websites moving up and down because of these updates.
Websites move up and down constantly because Google makes around 500 updates every year. Although earlier this year they were posting details of updates each month, that seems to have stopped now but it doesn't mean the updates aren't still happening, we just don't know about them.
Ya I totally agree with you but whenever there is a big change in algorithm google lets us know through its blog updates and this update was a big one.
If what you are saying is true, where is the blog update?
Last week google make their PR update.But there was not much effect on the search query. Even most of the webmaster did not, even, realised its effect on their ranking.
For each of the dozens upon dozens of minor updates to the algo that happen on an ongoing basis, there is usually little, if any change that can be noticed.
