My first thought Was; I wonder what the topic is that this web page is not about

My second thought was; You have a client?

My third thought was; It is possible to rank a web page with merely a Page title.

Its not possible to rank well if you don't have your keywords in website content like title, description, main content etc. You should use your keywords minimum once or twice in your page. Whether its in title, description or content. But it should be there in your page.

Did you view the source code? They may have img tags with title and alt attributes bearing that text. If not, then you are seeing an artifact (old index content) that hasn't been removed/replaced yet. I remember this very phrase coming up in a discussion two or three years ago, and at the time, adobe ranked highest for it.

They simply have enough links with those words to rank for it.

I do vaguely remember a group of us all linking the words "complete Moron" to somebody's web page (I forget whose web page)
We then asked people to do a search for "Complete Moron' We thought it was quite funny for that search term to find that page . . I do remember it was a large group action, and I never really thought the result was funny enough to be worth the efforts. must be ten years ago . . ( I do not know if it would work today)

My view; competing for a competitive keyword not in the page title or page text. . Seems to me to be a pointless self handicap.
