Load Balancing Device

I have 3 DNS connections from different companies and I am looking for a solution to either combine all 3 connection with server or any other method. I am using Windows Server 2003 with ISA Server installed. I want to combine 3 DSL connection to get better / combined speed.
Please help me to solve this issue and guide me if Load Balancing Device do the same?
