it doesn't matter how high the PR of the directory is, chances are the page your article ends up on will be PR zero, and will stay that way.

We have to work on that hypothesis. It has always been easy for a human to see that sig-links like "Limousine Services" and "Landscaping Texas" are out of place on an SEO forum and probably spam. Google now have the technology to identify such bad semantic fits, and to discount the links.

Of course, this thread deals with article submission, so it is pretty likely that the article will have relevance to the website that its links point to! But an article submitted to an irrelevant niche article directory -- I wonder how Google would view that?

Not necessarily the case. More likely the product of PageRank & Link Profile scores.
