What should I do, hire a developer for a new software or Should I Buy a new software?

I need a Software for my Sales audit but The requirements are bit different, so What should I do, either Hire a Software developer or Buy a new software from any Software vendor? I have limited budget but i don't want to make useless expense on some sort of general software!

Even if you buy something off the shelf, you'll probably want to customize it. Either way it makes sense to get to know a developer.

If you have a limited budget, it is better buy software from software vendor. Because the creation of multi-function program is very expensive and good programmers are also expensive.
But the development of your applications is better in the future.

Well, the scenario might vary in your case. With a proper consultation from a seasoned developer/programmer you will be able to justify your discretion is choosing to buying a software or getting a customized software that would actually cater to your needs in your ecosystem.

It's depends what kind of software is that? What are you using for it? What sort of development do you require. Secondly it depends on your budget I mean you have some extra money you can higher software developer rather then buying it.
