My understanding is that you have a number (eg 5-12) of sites like Squidoo, Hubpages, Blogger, Wordpress, Weebly etc that all provide backlinks to your main site and that all also interlink with each other (eg squidoo linkes to Hubpages which links to Blogger which links to Wordpress which links to Weebly etc). Interlinking all these sites is meant to increase the page rank of each, thus increasing the amount of link juice it passes to the main site. Sometimes, people also build up other sites which provide backlinks to Squidoo lens, and other sites which provides backlinks to Hubpages hub etc with the aim of increasing link juice.
Note, however, that I believe link wheels have been largely discredited now.
It is one of the best techniques in SEO for getting backlinks for a website.It is like as wheel procedure as A-B-C-D.This frequently includes the Web 2.0 properties, blogs, misc web pages, forum profiles and social media sites, etc. therefore they create a wheel of links all pointing towards every additional and parent website.

Links wheels have nothing to do with "web 2.0." In fact, they are very, very old.
A link wheel is no more than a particular link topology that closely resembles a star, but with each point on the star linking to the next.
Star
- A ---> E
- B ---> E
- C ---> E
- D ---> E
Wheel
- A ---> E
- A ---> B
- B ---> E
- B ---> C
- C ---> E
- C ---> D
- D ---> E
- D ---> A
In each case, Page E sits at the center, with IBLs from each of the 4 pages on the rim.
However, in the Wheel, the Hub, Page E, gets less of a PageRank boost than does it under a Star topology, as each Rim page passes some of its PR to another Rim page, rather than passing all of it to the Hub.
Pyramid link topologies are even less useful, as each level further dilutes the link juice passes to the central target page.
Forget fancy link topologies. And, ignore anyone who touts them, as they've no idea of what they speak of.
The most powerful topology is the simplest, the Star.

Heres a novel idea, make content that gets its own links, and build links from quality site the normal ways, and not worry about trickery?
