According to me and also i discuss with my experience i want to ask that you effectively telling every search engines what a specific your website is about.It is important to work on Title Tag,Meta description tag,Meta keyword tag,web site contain is also important to increase back links for website through each page,so contain is also important for on page seo......

Then create relevant meta tags for each page.

Which tags? Google has deprecated virtually all of them.

Don't over stuff your content with keywords, generally 2-3% density is good.

What evidence is there to support any specific density?

Use your keyword with image under alt tag.

Do not use the alt tag for keyword stuffing; it's purpose is for use by text only browsers and agents for the visually impaired. Use the Title instead.

Do internal linking of all your webpages.

Given that users cannot reach internal pages without linkage, and that there is no particular link topology favored by an indexing engine, your point is missed.
