Please tell me what is the advantage and disadvantage if I will add top page rank (8-10) sites links in my website resources page.

It depends. .

If you spend some time seeking out the best (8 - 10) sites for your own specific topic, and giving your users your opinion on these site. (not the top ten search engine results) You will be doing no more than many successful web sites have done.

on the other hand, you could be creating a pointless page - In this case you would be replicating what many un-successful sites have done.

Basic rule in my view is... If is good for your users - Do it

Anything can happen, e.g. say if you have added the carefully selected and informative websites to your resource page then it can help in encouraging your visitors to share that page further on their network etc.

Valuable OBL is always of some value. Make those Dofollow, then Google follows those links and hence you will have some advantage on that landing pages pagerank.

Hmmm. It's the other way around. OBL's don't accumulate PR for the page that the links originate from.

So very, very small as to be of no consequence, as the reduction, equal to the actual PR gained by the target page, is spread across each and every indexed page participating in the PageRank calculation matrix, not taken from the sourcing page alone.
