Both categories (directory & cheap hosting) are highly competitive, as in flooding the web, and neither have any real value added appeal so it might not be a good use of your time concerning yourself over PR. The direct answer to your question is... Nobody can say. It will not be measured in days, though, but months.

Like the previous post says, don't concern yourself over PR. It's just an indicator, not a position improvement guarantee. 30 links and no PR? PR updates to the green bar happen at various times during the year. And what may show as an increase PR come update time, is determined by the quality and quantity of ones backlink profile.

Hi there is no fixed time for getting PR. It totally depends upon the total no of backlinks from good PR sites. If your website have more than 30 backlinks and they are from those sites whose PR is 0. then your website's PR will also not increase. So, try to get backlinks from higher PR sites.

Hmmmm. Not true. A page that shows "0" PR may in deed have some PR - just not "1". So links from many PR "0" pages can pass PR.

A backlink that you negotiate today and validate shorly afterwards manually, can take Google (or any search engine) days, weeks or even longer to account for. Actual validation by ones backlink checker can be a factor also, and discovery can be wholly depending on what source said backlink checker uses for data mining links.

Toolbar PageRank is not actual PR; what the Toolbar PR is showing as is wholly immaterial to the SERP algorithm.

Every page has PageRank as soon as it is indexed, such that every in-bound link boosts the PR of its target.

Nonsense; there is no such thing as a "normal" time period for anything to happen.
