There is a case in copyright law where 'some quoting' is permitted, known as Fair Use, which is for education purposes. Wholesale scraping is definitely not within its scope, so I would say if it is not illegal, it is definitely infringement that leaves you open to litigation.
As soon as we talk about legality of things, we should say where the question applies. Countries have not the same point of view on what is a law when it comes to copyright (right who does not even exist everywhere).
In most cases, it's not illegal. People can not copyright anything and definitely not a list of countries or a list of car brands. You can apply a copyright on creative content, that can not apply to simple words.
