DMOZ is not just a directory, new search engines usually generate their database using DMOZ. So if you're in you will find your website indexed in many other search engines.

IMHO It's worth the trouble of fixing stuff, adding content and resubmitting.

I remembered that I had tried in the past to submit some sites but it never been reviewed. Surprisingly, the site I never submit is shown in DMOZ. Guess they pick and choose the sites they want to appear by the moderator.

Apparently about 50% of the sites that get listed in DMOZ were not submitted in the first place.

I'm sure there must be many people who (like me) have not had their site accepted who have taken the route of applying to be an editor. Most (also like me) will get refused, but as part of the application the would-be editor has to nominate 3 websites that they think should be included, and say why. This would give Dmoz a possible source of sites that haven't been submitted by their owners that could be included.

DMOZ is so far off the radar anymore, it hardly rates a serious look. It's been talked to death, and seldom does anything new come of it. We're going to throw the lid of this discussion in the Castle Break Room.

You may as well submit your site once and then forget about it. There are far better ways of building back links to your site than spending time re-submitting urls. If you did not get in the first time then it is doubtful a re-submission will bring a different result unless your site has changed in a big way.

That is spamming. How do you think DMOZ should treat you for spamming?
Can be considered as spam sent a request a year?

Yes, actually the site has changed a lot, so it may also be taken into account

Submitting once every 8 months (a dozen times in 8 years) is hardly a deluge and I don't agree that is spamming, but I don't think it will get you anywhere because my understanding is that each new application overwrites the previous one and goes to the bottom of the waiting list.
But if you have been trying that long and still haven't got in perhaps it is time to accept that maybe they don't want your site in their directory?

and this is what you do not agree: it gives me deeply annoying little {explicative removed} a common publisher, maybe a little boy who understands the web there without me, can afford to judge my work and consider it not worthy of the directory

Sorry, I did not want to offend anyone, but unfortunately the google translate tool can lead me into error
