Ministers 'plan new web monitoring'. Ministers are preparing a major expansion of the Government's powers to monitor the email exchanges and website visits of every person in the UK, it has been reported. Under legislation internet companies will be instructed to install hardware enabling GCHQ - the Government's electronic "listening" agency - to examine "on demand" any phone call made, text message and email sent, and website accessed in "real time", The Sunday Times reported. Ministers believe it is essential that the police and security services have access to such communications data in order to tackle terrorism and protect the public. Although GCHQ would not be able to access the content of such communications without a warrant, the legislation would enable it to trace people individuals or groups are in contact with, and how often and for how long they are in communication. GCHQ provides intelligence, protects information and informs relevant UK policy to keep our society safe and successful in the Internet age.

GCHQ is one of the three UK Intelligence Agencies and forms a crucial part of the UK’s National Intelligence and Security machinery.

CESG, (Government Code and Cipher School), The National Technical Authority for Information Assurance has existed in one form or another since World War I. Poor radio communications security during the war had resulted in severe security compromises by British forces, so the British government decided to set up a special organisation both to study the methods of cipher communications of foreign powers, and to advise on the security of British codes and ciphers. The National Security Strategy sets out the challenges of a changing and uncertain world and places cyber attack in the top tier of risks, alongside international terrorism, a major industrial accident or natural disaster, and international military crisis. GCHQ, in concert with Security Service (also known as MI5) and the Secret Intelligence Service (also known as MI6) play a key role across all of these areas and more. Our work drives the UK Government’s response to world events and enables strategic goals overseas.
