They don't care about your guidelines and make thousands and most probably millions. I don't put rel="nofollow" on affilate links as they may not track correctly and I don't earn a nickel! When did Google start to care about their partners that work for pocket money for them in stead of fooling people into their network? Finally I have made a mini network wide (that is more than a site-wide) php file where I can delete G+ code in one operation. I am doing the same with AdSense for search, but it takes time.
Three chances are enough.
