Really questions like this will get you no-where, SEM is search engine marketing, it's an incredibly broad spectum of things that all go into promoting a website, do a bit of research and find a starting point, then come ask questions when you have something you actually want to focus on. As for Link wheel... really?! did you just skip the last decade living in a cave? its a really old method of pointing links from a group of sites to each other, doesnt work anymore so dont even bother going into this.
