same keywords different language

Hi,

My issue is the following: My site is in English, and the majority of the search keywords I'm interested in (Adwords), are also English words. However, I want to target two group of users, BOTH leaving in Greece. One speaking (or having language preferences in their browsers) the English language, and the other, the Greek.

So , I want the same (English) keywords, to show ads written in Greek or English, based on the user language.

Can I achieve that by having two campaigns, with the same keywords (but different ads), and different language setting at the campaign level? Or is there any other better way?
