Given that the classification "SEO tool" is rather vague and open to debate, and that many tools that serve SEOs are not specifically designed for such but serve a much wider scope of activities, the SEO forum is not the appropriate place for such; it is already overloaded with miscellanea of all stripes.
IMO, the current Webmaster, IT and Security Discussion and Computer Assistance forums adequately provide for such.
When I say SEO tool, I'm talking about something like SE Nuke. This and many other tools are specifically designed for increasing SERP rankings.

Reason: An addition
Still, "SEO tool" is sufficiently vague and open to debate that we'd either need to either have an arbiter of definitions or resign ourselves to accepting anyone's definition.
In a very strong sense, many of what you might call an "SEO tool" are simply a particular kind of productively aid, one consisting of a template laid on top of a general purpose application.
Maybe "Internet Marketing Product Reviews" would be a better name. But I think there is a clear distinction between software that is used to run your computer properly, and software for link building, keyword research, internet marketing, etc... And there's tons of it.
Maybe I draw a clearer distinction because I'm strictly a marketer rather than a coder or computer expert in general, but finding reliable info about this stuff is a real crapshoot.
There are some forums that have sections for this, but if you want to find non-affiliate related info about this topic from Google...good luck.
But hey, love the Wordpress forum.
