When you plug in the charger and battery then start the computer you get a error message and need to press F1 to continue further.

Take battery out for a minute and see if it solve the problem.
Notebook users are terrible. They usually use hibernation and this creates lots of errors. Also RAM in laptops never dis-powers, since the battery is always connected. Hence my suggestion to take the battery out for moment to clear the RAM.
The user removable battery only powers the BIOS CMOS memory.
I had this on a Dell 5100, ultimately I had to get a new charger from eBay. However, the unplug, remove battery, leave for 10 mins (some arbitrary time >10sec), put battery back, plug in approach did work once or twice. So did a cold start without the battery.
