It's a page stuffed with text links.

Obviously a Chinese Manufacturer's site. I believe the site is legit as they've included their company name, address and contact details. However, I'm not sure what the deal is if you scroll down the page. There are hundreds of technology-related titles and URLs although they are not live links. I cannot figure out why those types of URLs are listed there - I think it's probably something they've messed up on their site, rather than Black Hat SEO.

They're not doing themselves any favors by intentionally stuffing links in like that.

They may not know it's happening. The party managing their site may be engaged in link selling/trading without the owner's knowledge & approval.
