Not when I search. pennstatetickeman and I see the phrase at the top. But "pennstatetickeman" has no results.
Did you look at my links in #36? The quotes are indeed being ignored in my examples.
That's because you copied/pasted my typo; pennstatetickeman s/b pennstateticketman .
It's not simply ignoring the double-quotes, but saying that it finds nothing with the phrase "should read" present in the indices, and defaulting to the remainder of the query string sans double-quotes.
The query strings "new 9 volt alkaline battery" & "new 9 v alkaline battery"work as expected.

Ahhh!
But why doesn't it state that and let you know? They used to do that. It's not simply ignoring the double-quotes, but saying that it finds nothing with the phrase "should read" present in the indices, and defaulting to the remainder of the query string sans double-quotes.
But the results have different rankings, no? #2 in "cow" is www.math.temple.edu/~cow/ while #2 in "cows" is www.youtube.com/watch?v=FavUpD_IjVY.
