You're probably thinking about this the wrong way. As a beginner it'll be pretty tough to find a web design project. Start off by creating a personal website for and about yourself. By creating your own site you'll have a platform for you to test what design concepts work and which ones don't without it being made public. Once you're comfortable with it show it to others you know and have them evaluate the design.

From there, see if anyone else would like their own personal site. If not, come up with a concept of your own. You pretty much can create your own projects; you don't need to look for one. You can even just create a webpage and leave the content blank for the time being (or slide in some dummy content), only focusing on the design aspect. If you're still in school maybe a professor can help you out with an idea for a project or may have some textbooks that direct you through creating a webpage.

Along the way, be sure to look out for tips on how to effectively design a web page. Read about 10-15 results from your favorite search engine about "web design principles" and take note on the points they all have in common.

Come on Joshi - making your own site is a simple, yet perfect idea for you to get design experience with. You can actually use it as your online resume for goodness sakes. There is a forum here for the more experienced to comment and offer tips on exisitng and new designs - use it when you have put together an interface or a few pages. You really think you can't update your own website when you happend to get a job? Really?

    Really?

Does that mean that I've wasted my time all these years doing actual coding, when PhotoShop could've been doing it for me?
