Your site is non English to start with.

Each backlink helps but those that are related to your site (and in your case in the same language) would be more helpful.

The only thing that might help is getting a backlink from a site that gets crawled regularly.

So far as these backlinks come from a trusted and related source, language does not matter at all. If for some reason, you do not want that link to be counted as a backlink, you may use NoFollow attribute for it.

With respect to Google, "nofollow" will not serve to discount the link for anything other than PageRank and discovery purposes

You have not understood the question.

The OP is trying to improve the incoming links to their site. They cannot apply the nofollow attribute to these. You can only apply this to your own out going links.

No problem it will be considered but for all links can not say bcz its based on the linked sites quality . Relevancy have some big role in the back link weight so may be link quality will be less other wise do not find any problem on it. Found some of my competitors back links from multiple languages and non related even some of my site got links from other languages

Just to be clear, the passing of PageRank will be unaffected by any qualitative factors; such will be of import only with respect to the effect on ones Link Profile.
