One Simple Question - What works in Google Ranking (SEO)

We have come across so many things in recent times: panda update, degradation of directories etc. etc.

Can anybody tell me what helps to rank in Google (you may call it SEO) and what does not work?

As per my knowledge and experience the important things which works for ranking in Google are Fresh Content & Back Links. The things which will not works for ranking in Google are spamming and unethical ways to promote your website.

I'd have to say one-way in-bound links, which is not on the list, should at the top of the list. I don't know much about the video side of things, but think all the rest fall under IBL's. IMO.

My mistake, when I wrote link exchange actually I meant all types of links:

1-way
2-way
3-way

How do you build 1-way incoming links without reciprocating? Just by creating killer content? What can be the other strategies?
