Well a quick look on Yahoo site Explorer shows that you only have 3 external links to your website, so you are right that you need to build some links to your website.
You need to find relevant blogs that you can comment on, and participate in discussions with, and forums that are within your niche and have links from there. There is no quick fix that will suddenly have your website ranking; it's a slow process.
What keywords do you want to rank for?
Yeah if you have the funds, I would suggest outsourcing your SEO. Specialists will know exactly how to help you pick the right keywords and build links.. which will give you a lot of time to do other things.
If not, there are tons of websites online that will help you get started. Article directories, blog posting, forum commenting, blog commenting, etc. will help your site. As a simple rule for backlinks, make sure they are do-follow in order to gain any kind of SERP help!
The yahoo site explorer is showing about 1500+ links to the site, and it looks like ems-usa.com already has an SEO firm...but may need to shop around for another SEO company to handle their SEO if the site's rankings are dropping.
I actually don't recommend links from Article directories, blog posting, forum commenting, blog commenting, etc..... just not the way to go at this point. As many of the seasoned SEO veterans have stated - don't put all your eggs in one basket. Submit articles, blog, comment on forums when you have something of value to add - and include directory submissions in your off-page efforts too!

from how long have you been experiencing this decline in your site rankings?
it might just be another Google Dance if not happening from a long time ...
anyhow, if the decline graph is steady then you might need to add some more fresh content to your site ...

I done some analysis on your website, you currently have 4 PR and 16 Google back links. So firstly I suggest you to get more back links, your website is almost SEO friendly, I don't think there is any major issue with your site you just need to collect quality back links for your websites home page or inner page and I sure you will get your previous positions back in search engine.
