    Talking I rank well in google.co.uk, why not google.de, google.fr ?

If your determined country is the United Kingdom and you rank very well in Google.co.uk for various keywords, how do you get your website ranking well in other Google country listings, such as google.de, google.fr, google.us, etc

Does anyone have any experience or success in acheiving high rankings in other Google country listings?

First of all you need everything translated in the target language of your choice.
Then you need to review your keywords. Same keywords won't work, as different languages have different ways of describing and approaching similar topics.
Then you should establish connections on other platforms in the area. This is again important for both general ranking and local traffic.

What do you mean by on site language? What if I wanted to rank higher in Canada for say NHL Picks what could I do for the .co's?

You might also want to look into purchasing the domains for these countries for example we own .co.uk - .com - .com.au etc

You can see the variations because,
    - Google tries to give more localized results from the nearest data center
    - You have set Geo-Target for your website to a specific country in Google Webmaster tools
    - Your result may vary if your are logged in to your Google Accounts

    What you can do?
    - Try to get backlinks from targeted country specific domain websites
    - Try setting up different domains for different countries (in their specific languages maybe)
    - Change your geo-target to Global

Submit your keywords in local directories, forums and also localize your keywords. If your target country is not English then translate your keywords into local language.

Ideally the website should have the domain extension of the country and be located in the country. Then it should have backlinks from the country in question. It should also of course be in the native language.
