Yes it does. Who cares if you reduce your Alexa rank from 8,600,000 to 8,546,000. You wouldn't have much effect on a site under 10,000.

The question I asked was one of kind, not of degree.

It remains fact that Alexa Rank is based on a biased sample, and that one can manipulate it by manipulating the sample population.

It remains fact that, because Alexa Rank is based on a limited and biased sample, it is of dubious value.

Dear I m agree with all above reply, but we know that when alexa rank comes down when more people visit our site, so when everyone make site he/she doesn't know what is pr and alexa he/she needs only people visit his/her site.

Alexa Rank is simply a traffic metric; and, not a very accurate one at that. The most accurate source of traffic data is your server log.

And, as the calculation of PageRank is wholly independent of traffic, Alexa Rank is of no help in discerning what ones PR is.
