    Content Management for bulletin board

I am looking for a content management system I can use for a bulletin board. People email the webmaster their messages via FormMail, and the webmaster posts those he approves. The graphics, the navigation, the headers and footers are all in place, he just needs to be able to post and remove messages without knowing html. Is there a really SIMPLE way for him to do this?

    Thanks.

I would recommend PHPbb and if you are looking for a full CMS use postnuke or PHP nuke.
