Fake? You mean that people click your ads, but they don't end in sales or whatever you want them to end in?
Have you considered looking at alternative words/phrases to list your ads for? That might be the problem or a part of it.
Not knowing what product or service you're selling it's difficult to give you specific instructions, but here's some general guidelines...
1. Keyword research (check for both cost and volume)
2. Check Click-thru_rates - if they're less than 2%, you need to find more specific keyword phrases or modify them to be exact or phrase match.
3. Check landing page(s): Are they sales-friendly?
4. Check the ad schedule - you might benefit by limiting your ad display to specific days and times.
5. If you're getting a lot of spam data from your online forms, consider using a capcha code to ensure that inquiries are from live people.

Oh! I forgot to mention that you MIGHT want to opt-out of the content network and advertise only on the Google's search network. That can save you some money... it depends on the product or service you're trying to promote.

Now, in this scenario, if a person types in “buy Hard Drive” and gets the same site, then the chances of the surfer buying your products, namely Hard Drive, is more. Here the surfer knows what he is looking for --- therefore focused search results in more relevant search results, which ultimately transforms into more genuine business leads.
