If you are attempting to rank high for a keyword that is saturated, then your guess is as good as mine. Unique keywords will be much faster but they key is to make sure that those keyword(s) are going to get searched. If people are not searching for your keyword then ranking high becomes irrelevant.

Here you are asking the most basic question, yet in another thread you have a sophisticated answer that would suggest you know something about indexing.

From an SEO point of view there is no difference between a page that utilizes server-side technology like ASP, and CSS and one that doesn't, the problem lies in poor implementation of the technology. URLs that contain session IDs can create indexing problems and badly written PHP can extend download time or crash your browser causing pages to be labelled unresponsive by search engines. These problems, and others, can negatively impact your search engine ranking and are probably the reason why some people view PHP and SEO like oil and water.
