The cited material is addressing the print media, where there is no such thing as "anchor text."

Is the cited document not about web citation, and therefore referring, though not limited to web documents?

There the URL would be cited in its textual form, ..., so as to allow of transcription.

So as I read your post my citation would then become,

Harris, Robert. "Citing Web Sources MLA Style."
